Considering womens' barriers are 76.2cm, her height is not a factor. In fact she is taller than many of the worlds best female steeplers.
She needs to step away from racing the steeple until she figures out her issues.
I did the same. My college coach even told me to think of my steps when going to step up a curb when I was walking around campus- don't stutter step. I still do it now, 15 years later.
