only influence iaaf have on this is that for WR purposes the iaaf criteria must be met for :
- track measurement
- full auto-timing with presentable photo-finish picture image since 1/1/81 as criminally never presented as required ratification evidence in a "800wr" in '81
- full dope testing procedures within specified period as was famously made desperate to deakes 50k wr
