No one is mentioning the Kenyans who are NEVER tested off season / out of competition... yet they are still allowed to compete, even though no one can ever reach them at their training camps when it's time for testing. Lulz galore:

We keep receiving reports from our testing service provider (IDTM – see attached)) with respect to athletes training at police training camps.
The Doping Control Officers have great difficulties accessing the athletes and very often have no other choice but to report whereabouts failures against them. We respectfully remind you that, as part of the whereabouts requirements under IAAF Rules, athletes must provide complete and accurate whereabouts where they can be effectively tested. This does not seem to be the case for the elite Kenyan athletes working in police forces.
Whilst this is ultimately an athlete’s individual responsibility, we believe that AK should be able to explain to the police authorities in Kenya the need for elite Kenyan athletes to be easily accessible for testing, at any time.
