Did you even watch the video? The whole group is moving across the road, including both Sagan and Cavendish can be seen moving across from left to right. Neither had a set line. Demare cut out around Sagan and then cut back across Sagan with Cavendish trying to follow Demare's wheel, except of course Sagan happened to be there. Also - watch the video, his elbow never actually touches Cavendish. You will also see he threw out his opposite left knee which he was also using to stay balanced, but nobody on his left went down so that apparently was ok.
It was a bad decision used to justify a terrible finish set-up which is meant to induce crashes.
