Umm, nope. Using the classic example of the rubber ball bouncing off of a given surface; it's easily observed that the ball comes down with a given acceleration 9.8m/s*s and does not return with the same acceleration off of grass, I'd assume it's not quite the same against concrete, but that's another discussion. Because F=MA, no, the basic laws of physics don't say that.
