Maybe, but lots of ways to do it legally. The average "non-profit" that run races do this easily. Charge the non-profit appearance or management fees.

That's because under federal law, a bribe is a payment to a government official. Since the IAAF is a private body, paying IAAF officials is not bribery under federal law.

They will leak info or some cases , an individual gets interviewed by one of the agencies and then reports it out "I was questioned by so and so".

Well, they are certainly aware of criminal investigations into the awarding of London 2017 and Qatar 2019. You can excuse them if they have a hard time keeping them all straight.
