With 15 sec rec some kind of anaerobic power workout. 40m is short, so you need short rec. Since not knowing your background, impossible to say is this a good workout for you.
Yes, this is a good workout.
No way! When doing all outs for sprinting they have to be not so many......more Power into few of them is better.

Semantics. Igloi was not English and nobody is running all out after just one hard sprint and a short rest.
I don't think it's a good workout if the plan is to have athletes lift after--particularly if they're going to do Olympic lifts.
I would lift first. Ideally, conditioning would be done a different day as it could interfere with the athletes neuromuscular systems ability to adapt to the fast, explosive movements they're doing in the weight room.
In general, I would probably encourage something like Boo Schexnayder's circuits for "conditioning" for football players and instead have them do 10 seconds of push-ups/burpees/core/squat jumps and then sprint for 20m with 30-40 seconds rest.

We NEVER ran anything like that in the 3 years I was there.
Once in a while, a training session would end with 20x100m all out, but normally, they were easy.

Keep in mind that I'm a distance runner training for xc, NOT a football player.

Keep in mind that I'm a distance runner training for xc, NOT a football player.
Core work utilizing plyometric exercises (push-ups, lunges, jump squats, etc... using your own body weight is ideal.
All out sprints are definitely needed to acclimate the body to running all out but not sprinting from a stand still for only 40 meters. Try "Flying 50's". Start at 150m out and jog into the first 50m, then accelerate into the next 50m, and then ALL OUT for the final 50m. Easy walk/jog for 250m and repeat x 10.
I would sprint first, then weights, but not heavy at all (if any) after the OP´s workout. Sprints with full rest, followed by weights.
Today's workout:
12x150 sprint with 100 walking rest
Weights after as per usual
With football team as per usual
