no the point was they had to go outside the race class to find a pacer because they couldn't find a U20 pacer capable of the record pace
so in that case they made an exception rather than race without a pacer or under-capable pacer
women have the same problem in WR attempts, they can't find pacers in their class

Do you really need a pacer for more than half the race? Should pacers even be allowed for more than half of a race?
