he has evidence of just 2 open 400s this year in each of which he was quantum leap better than anyone in the field & didn't need to blast it from the gun

The other guy is right. Relays are notoriously inflating.
Rolling starts for non sprinters disguise the slowest part of their race - the gun to 10.
And it doesn't count. So wait for him to run it legitimately
