A NADO's only role is to collect the data and send it to the sports federation. It's up to the sports federation to sanction the sport's participants.
In the recent history of the IAAF, they have shown they know about the doping and use that information to collect bribes. This time would hardly be different.
Why would USATF and IAAF would have no interest in sanctioning a doping program run by their #1 sponsor?
