André Bucher has run 46.32 and 14:06.67.
Harald Schmid has run sub 11 in 8 seasons with a best of 10.3 (age 21) and a best electronic time of 10.72 (age 27). He has run the 800m in sub 1:45 several times.
Yuri Borzakovski has run 45.84 and 3:41.53.
Joaquim Cruz has run 10.86 and 3:34.63.
I don't say some of them could have done it, but at least it seems possible for me.
To run 46.3 and 14:06 is many orders of magnitude more attainable than 10.7 and 14:30. The 400m is a completely different event to the 100.
I don't see someone like Schmid running 14:30. If he was this speed monster how you describe, he won't have the endurance. It's not possible.
Again with Borzakovski, 45.84 for an 800m runner does not suggest sub 11 100m speed, let alone 10.7. Also, with that 1500m time compared to his 800 I don't see him going sub 14:30.
Cruz strikes me as the closest, but 10.86 isn't 10.7, and he really would struggle to get under 14:30. A best 1500m of 3:34.6 with a best 800m of 1:41.77 suggests terrible endurance.
For me I'd need to see a guy who has run under 45.0s for 400m, and a 1500m under 3:35 or a 3000m under 8:00. That man may have the potential to do it, assuming he can get out of the blocks well.
