I think this a very unfair idea, and personally think never can become active, and legal, if somebody goes to CAS.
There are, of course, WR under doping (if never there was a new record in throwing or in the Women events, apart some of them, after 1988, there is a reason...), but there are WR achieved before 2005 from clean athletes, who can't pay because there were not the same rules that somebody wants to put today. This is clearly something unfair, because is not fault of the athletes if WADA destroyed their samples before 2005, so there is no more the possibility to test them again.
Which solution ? To start, from 1st Jan 2018, and with the new rules, a NEW LIST OF WR, considering the best performance in every event at the end of the year as FIRST RECORD (not only for World, but also for Areas Records and National Records in every Country).
In this case, we can clearly divide the athletic history in two periods :
the period with inadequate antidoping controls, and the period "under clear and scientific controls".
This can be the only way for cleaning athletics without creating unfair situations. There are no Countries where the law can be retroactive, and, since there is no any possibility to have the FULL PICTURE of all the previous WR (possibility to retest the samples, possibility to have the results of the OOC tests, that were different from today, possibilities to have same results using the machines of 30 years ago and the machines of today, etc.), to decide which record is clean and which record is not clean (with proves, not only looking at rumors and opinions) can't be a FACT, but something based on suspicions and without any evidence.
Swimming had the same problem, after the period of the "rubberized costumes", when every championship had WR in any event. At that time, the international Federation banned the costumes, but maintained the WR achieved in the same period and with this type of "technologic doping".
Now, after few years, the most part of those record have been already bettered, because the improvement in any event is very fast.
In athletics, we can't have the same situation, since technique and preparation are already more close to the limit, and there is no too much room of improvement. For that reason, I think that we can only look at two solutions :
a) All the current WR are still valid, and we can wait, in some event, some year for bettering them under the new rules
b) We begin with something completely new, starting the new chronology for WR, AR and NR from the best result, in any event, at the end of 2017 or 2018.
