Shared a bed a few times. We did some pretty gay stuff with the opportunity but once we were out of the room it was back to being straight.

I have even worked at a school that had a policy where athletes could not have their own hotel room. The budget was not super tight, but only seven traveled to XC championship meets. Odd number meant the projected 5,6,7 athletes shared a room and 6,7 shared a bed.
To answer your questions: It is common, many have done it. The coaches are being tight, most likely, but the other option is travel less people (the budget is the budget). It is not against NCAA rules. It probably makes some people uncomfortable; if it make you uncomfortable that is a you problem and not a coaches problem.

I'm gay, and always brought an air mattress and volunteered to use it. I found it more comfortable than sharing a bed, honestly. Gay guys are more scared of sharing beds with straight guys than the reverse. The last thing I want to worry about is getting morning wood with a straight guy in bed with me. An air mattress costs $10 brand new at Walmart, it's a good investment.
I shared a bed with many a teammate throughout the years. No problems. Set down three basic perimeters/bits of info. before bedtime... hands are always to be above the covers, I'm always going to be sleeping on my back, and absolutely no Dutch ovens. Never had a problem. Simple
Sharing a bed with a member of the same sex on a trip to an athletic event: like, oh my god, that is one of the worst things that has ever happened to a human being. Totally beyond the pale.
First World problems.
Men are typically homophobic. It gets internalized from an early age. Luckily my team got over this and didn't have any problems sharing beds.

We had to sometimes. It wasn’t really uncomfortable, it just killed the fun of the trip a little. We were more likely to stay in and watch TV than go to a bar to meet local girls. Maybe this was coach’s plan.

4 to a room in HS is standard.
In college, rooms were mostly 2 or 3 to a room for our track team. Some times our international distance runners would go 4 or 5 to a room on their own leaving some rooms with 2 anyway. Coaches always gave us All-Amer, national qualifiers two to a room.
The rooms with 3 usually had two friends or athletes that didn't mind bunking up. Never knew it was an issue.
I used to have to sleep with my coach…. He slept fully nude too. Pretty weird but I survived.
This is the norm.
