Why are you comparing his 23rd ranking to the 62 QBs on rosters? Half of them don't qualify and aren't in the rankings. By that logic, he could be the worst player in the rankings, and you'd still claim he's better than half the QBs in the league.

Not a promising trend, despite the slight bump last year. Plus, he'll be 30 at the beginning of the season, so he's not exactly young by NFL standards and not an age where you normally see improvements. Add the fact that he's rumored to be asking for starter level money, and the PR baggage he'd bring, it makes perfect sense he's not signed. Heck, he was a back-up on, as you said, "possibly the least talented team in the league" last year to start the season.
