This is about money and freedom, obviously. But why would you have to leave Stuttgart to escape from Cuba? I'm struggling on the logic there. You can just stay in Stuttgart.
The Cuban athletics federation will stop at nothing until every single one of their athletes has taken their business elsewhere.

It's pretty typical to disappear for a while in these circumstances
and maybe he wants to end up somewhere other than Germany - I'd imagine some place with a larger spanish speaking population.

You don't have to "escape" Cuba, it's just easier to emigrate that way because western asylum laws let you bypass immigration quotas and procedures.
I've wondered what happened to him. I assumed that he wasn't at the big meets for political reasons, probably not being communist enough.
