Those who train with a purpose to be the best they can be and those who just run simply to run. At anytime one can move between the two groups once they've altered their purpose of the run.
You forgot the third type, which is what I currently am: former second group who got injured and can't PR because of that anymore, but still runs so they don't get fat, even if they hate almost every step of it.

2. Those that get paid to run in races.
And it's the large masses in 1 that contribute to the elite few payouts in 2. Sounds familiar...................................??

Fallacy of the excluded middle
Your two cases exclude runners who like to set out to achieve specific running goals, where the goals are established based on the amount of time they're willing to train. They're not willing to train enough to be "the best they can", but it's also not "for fun exclusively". Instead, they have fun while achieving goals that give them satisfaction.
