I grew 9 inches in HS and had shin pain from Jr High all the way into my early 20's. Shin pain is usually a beginners injury, whether due to muscle imbalances or a growth imbalance between the fast growing bones and the muscles that lag behind and thus pull on the bones. A PT could help with muscle imbalances and exercises to try.
Playing around with the type of running surface could be beneficial. Everyone assumes "soft is better", but I actually found my shins felt better on concrete/asphalt. This was after yrs of trying to stay on grass/dirt/soft track, which clearly didn't help. Everyone's mechanics are different though, so it's worthwhile to play with all the variables to find the right balance.
It can also mean your shoes are too soft-- your feet have to compensate for the instability of the cushioning, which overuses the muscles attached up higher in the lower leg. I started experimenting with getting in firmer but flexible, lightweight trainers/racing flats and running barefoot on real grass. The shin pain went away and became a distant memory. He should go to a running shoe store and run around in all kinds of less cushioned shoes to see if something provides relief. Otherwise, it doesn't hurt to give the barefoot running a shot (although this may be hard to come by in Minnesota right now!). Good luck!
