It really depends. Since you specified that the guy races the 800 and 1500, then I wish to see some thick hair. Unless his hair is red. Then I want it shaved.
Had the guy in question been a 5k specialist, the answer would be totally different. Probably more chest hair required. Whereas if it was a 400/800 guy the answer would change to less hair for aerodynamic considerations.
The first time I saw a woman with chest hair was the US T&F champs at Mt. Sac in 1980. She was young, too, and not only was I surprised, she war a v-neck top that showed it off.
