Not a fair comparison because starting blocks and tracks are not the same.
Here is a good view of Owens' 1936 Olympics starting "blocks" (then known as "launching pads") and the "level" surface he was running on.

Well, Bolt had a sudden pop-surge in the first 20-30 meters where he insta-gaped Lewis. Not the smoothest of video merges.

WATCH THIS VIDEO ON THE GREAT EQUALIZER. IT REALLY OPENED MY EYES. JESSE OWENS COULD COMPETE WITH TODAY'S ATHLETES.

The IAAF should do something useful for a change and ban starting blocks. The track races are supposed to be over the track surface and the athlete should power himself over the track surface only without an artificial addition to the track surface to launch himself. Banning starting blocks and getting rid of times used with starting blocks (digging holes into the track surface should not be allowed) would also help remove many of the drug aided times in the past.

This was Epstein's 1.5%, Epstein exaggerated Owens would have done 10.15h at best with this rule not 9.6/7 he proclaimed in his Ted talk. Still I do love watching Owens run.
