Note also that an increasing number of countries made doping, or administering PEDs, illegal, including G7 countries.
Here, we have:

- witnesses for (and admission of?) sending drugs in hollowed books via mail
- witnesses for and admission of experiments with androgel
- photo evidence for "testosterone medication"
- evidence for using too large IV infusions
- relevant history, e.g. drug cheat Slaney
... which is why even USADA "investigated".

In the case of Salazar -- we already have real laws against abusing prescription drugs, sending drugs in the mail, and testosterone experiments.
I think what remains is not sufficient probable cause.
The connection to Salazar and Slaney and doping, assuming it exists, is not relevant.
In the case of Aden, the Spanish authorities felt there was probable cause, and authorised Los Mossos to raid the hotel, seize papers, computers, and make arrests. Apparently, despite criminal search and seize power, they found nothing that the IAAF could use to establish any athletes were doped.
