Ok, so it will "test" their knowledge of anti-doping. I think most already know the topic quite well, as you need to, in order to be able to beat it.

And yet whenever anyone gets caught, they roll out one of three or four standard responses:
It was a tainted supplement/meat
Doctor gave a prescription and they didn't know it was illegal or didn't think it counted because it was prescribed.
Someone gave it to them without their knowledge.
At least with a system like this, we can stop pretending there is any legitimacy in these excuses people use to claim innocence. Who knows, maybe a few of them might even take the whole thing to heart, It certainly can't make things worse.
