Number 1 - As a member of the armed forces, it takes much work to get leave to go anywhere in the world even if it's going to Kenya to visit family.
Number 2 - To piggy back on number one. HIS FAMILY lives in Kenya. Going home to see your parents/family is kinda normal.
Number 3 - He literally does more for this country than you do.
Why does the link on the front page say Chelumo was training WITH Kipsang?

Active duty are required to be tested at least once a year, though this primarily for recreation drugs. Commanding officer can request additional testing for things like steroids, but I doubt this ever routinely done.
Within the WCAP program I would assume they are being tested internally for PEDs all the time just because of what a PR nightmare it would be if one of them tested positive publicly.
I saw Chelimo in Colorado Springs...Like this past weekend.

All active duty soldiers are supposed to receive at least one random drug test a year. Some units and individuals may receive more testing for a variety of reasons. To the best of my knowledge, the Army does not do any PED related type testing 'in general'. However, all Army soldiers are subject to UCMJ (military law) and taking a controlled substance such as EPO or an anabolic steroid would actually be worst than heroin. UCMJ actually has laws for being of low morals or deceitful, for example...taking a drug to cheat would be deemed worst than taking a drug to get high. An active duty soldier could actually end up in prison for taking PEDs.
