Released water seems to be flowing to the side of the main spillway, ending up in the river below. It's not like the gate at the top is broken and spillway flow cannot be controlled.

The spillway damage created a waterfall-like flow. Those tend to erode uphill as the structure (bedrock) breaks apart. To help avoid the level of damage they are purposely letting out water at less than the maximum possible flow--100,000 cfs v. 200,000+ cfs (cubic feet per second). The lake is filling at a rate greater than 100,000 cfs so lake fills and water goes over the emergency spillway.

Theoretically the spillway(concrete one) could of erode all the way back up the incline to the actual spillway part of the dam causing complete failure.
The emergency spillway (left of the first spillway) was forcing water back towards the main spillway which could of undermined its integrity as well.
I just saw something that stated the spillway is releasing 110 cfw/sec which is supposed to lower the lake by 50 ft. My question is why didn't they jack up the output immediately.
The problem with engineers trained in California is that they never took any classes in Trump 101 aka "How to Make America Great Again". They never learned how to build better dams for less cost with made in the USA and no imported concrete.
Once the dam fails Trump with negotiate with China a Huge deal to ship the China Wall over here to protect the border and hold the water.
This is the punishment for their wicked ways.

How we got here is that the last time any money was spent in California on infrastructure was in the late 1970's.
All the state's money goes to overinflated employee pensions.
Then, of course, our great governor come up with ideas like the high speed rail.
