I believe you only need to be a US citizen to be eligible to set an American record recognized by the USATF. The German federation probably works the same way, so you could set both. Thus David Torrence could also potentially set a new American record today.

Why should Torrence keep this record? Because he did it. Changing nationalities doesn't change what he did.
If you want to get technical, he gets to keep it because he actually has dual citizenship. So he is still an American Citizen, that hasn't changed.
People should not run or race for a country in my opinion. People should run for themselves as individuals and the heck with these with these relays where you have other members of your country on your team

I think when people change nationalities they should not only lose their NR, they should also gave to pay back any award money and give back the medal they won. Just like what a doper must do. Lose everything Just like Mo Trafeh
