I have not yet read the legislation itself, but from the descriptions in the press it seems very likely that NYS's bill is valid under the separate sovereignty (or dual sovereignty) exception to the Fifth Amendment's clause prohibiting double jeopardy.
The exception dates to the 19th century and there is a long string of precedents upholding it, most recently including Gamble v. United States, No. 17-646, 587 U.S. ___ (2019). The exception prompts continuing discussion and has raised questions from such philosophically disparate SCOTUS justices as Gorsuch, Ginsburg, and Thomas--for instance, could a person who received a federal pardon conceivably be prosecuted in each of the fifty states for the same offense?--but it seems unlikely that it will be overturned in the foreseeable future.
The descriptions of the NYS legislation that I have read indicate that it was crafted to bring it squarely within the separate sovereignty exception. And demonstrating a "nexus" between NY and a crime, especially a financial crime, is typically rather easy, given that so much financial activity takes place (at least in part) within NY.

Yesterday I caught up with an old college roommate. He always claimed to be a libertarian and sadly has turned into a die hard trumpanzee. I got the chance to really understand the logic behind his support and it actually really scared me. You have to understand that these people are thoroughly convinced that government is not serving the people and thus has diminished value and need. Basically they don't believe that preservation of freedom and protecting the constitution are compatible with this existing system of governance. Blended in all this is the idea that progressive movement has brain washed everyone and people no longer have the ability or desire to think for themselves... which of course benefits those in the deep state.. you get where I'm going.
Unfortunately, they have endless arguments and little bits of information to keep supporting their views. With respect to trump, basically it doesn't matter how criminal and incompetent he is because he represents friction against the system and therefore he is a champion of the people. In fact, these people are looking at the aggressive domestic and global reaction to trump as evidence of the deep state having been in control this whole time. The idea is he represents a big step in citizens taking their country back, so anyone that tries to stop him is an enemy.
You gotta let that logic sink in to really grasp how dangerous it is. My old roommate is a very articulate and well-read person. He was sitting there for 2 hours passionately lecturing me on all this... he could easily convert a gullible person (like his wife, parents and siblings). These ideas have really gone from conspiracy theorists to mainstream. I believe trump really thinks he is a victim of the deep state - I mean it fits his narrative so well and is so supportive of his ego.
To these people anyone involved in government long enough is basically a traitor. McCain, Bolton, Clinton, Obama, Romney, Bush, no difference... who cares, all part of the system.
Do not underestimate how potent these deep state ideas are and how emotionally invested people have become, a lot of people.
