That's for pardons that go through the normal DOJ process. It's only for presidents who care about using pardons in a fair and equitable manner. The only thing above that applies to Tiny is that the pardon is only for federal crimes.

I appreciate the sentiment that folks should try to look at things objectively/rationally. However, it strikes me that your "no 'A' or 'F' grade is allowed for a well informed grader" is inappropriate. Has no administration in the history of the United States warranted an "A" or an "F"?
There have been 44 different presidents (and 57 completed 4-year terms) since George Washington. I would say that a reasonable curve for 44 presidents would be something like:
A - 5
B - 9
C - 16
D - 9
F - 5
So, "F' or "A" seems like a perfectly reasonable grade to give out while being well informed and objective.
