Read up on the ban. Both bans were structured in a way that attempted to slide past the courts. The first one was struck down, in part, because it was clearly based on religion instead of national security. The second one was upheld because they changed the way they decided which countries were banned.
Again, Tiny wanted a full Muslim ban. He wanted it to be based on religion and hatred. The courts wouldn't let him do that, so he settled for what he could get.

We don't accept everyone; about 25% are approved. What Trump wants to do is to significantly decrease the number of asylum seekers and make the process as unpleasant as possible for those that do apply.

the more basic reason tx is turning blue is that it is an urban state - urban states tend to be blue. Because city people dont' mind immigrants and new things, and want government to have a role in their lives.
