When I lived on a military base I paid zero for my electricity and sometimes even received money from the company. :)
Also, Aberdeen Proving Ground was installing solar panels or every roof. But those two statements aren’t actually connected. The electricity was basically “paid” through your housing allowance. If your usage was “over” a certain amount above the community average guy paid the overage, if it was under by a certain amount you received a check. We always got checks.

Hey, if someone wants to start giving me electricity for free, I'm ready to sign up! You had a good thing going.
But if someone wants to give me "free" electricity for the rest of my life and all it takes is this one little $50,000 investment up front then, uh, no thanks, I'll stick with paying $35/mo.
That’s one benefit of living on post. The drawback is that you’re basically living in a townhome and even if it’s newer construction it’s shoddy construction. At APG in ‘14 our place was built in ‘12 but the construction was cheap, typical of multi-family units/town homes. Typically you can get more bang for your buck by renting a house off post, APG was the exception. That’s what we do now in SC. There’s always an abundance of nice homes for rent in the areas surrounding military bases. If you like owning multiple homes and renting them out for an extra source of income look outside large military bases. Definitely check out the Fort Hood area...Copperas Cove, Harker Heights and Killeen to a lesser extent. It’s a gold mine of rental properties.
