If Mueller's report exonerates Trump in all ways...meaning it shows that none of the other offices or investigations are looking at Trump at all because Mueller has declared him innocent of all those possible things, then YES, Mueller would have arrived.
Your second question is an especially GOOD QUESTION!
Now, when I say "Mueller is coming", I DO mean he is coming with the goods to make Trump pay. When I first started saying this, I felt Trump's paying would ONLY be politically, specifically meaning he would be impeached and removed from office OR he would resign before the end of his first term. After more evidence has come out, I have ADDED that I believe he will serve prison time. So, he arrives when info from his investigation or any investigation borne of his investigation makes Trump pay a political or legal price.
To be fair though (and I am ALWAYS fair), Mueller's arrival can be defined in one of three ways:
1) His report fully exonerates Trump including noting that no other office or agency is continuing to investigate him.
2) All offices or agencies investigating Trump as a result of work passed to them from Mueller show that Trump is innocent of all suspected crimes.
3) Something as a result of Mueller's work or work he pawned off to another office makes Trump pay politically or legally.
2 of the 3 above have Trump getting off the hook, however; they are not equal possibilities. #3 is by FAR the strongest option of the three.
Charges will include:
Obstruction of Justice
Money Laundering
Conspiracy (could be bribery instead, but it will be as a result of the non-legal term, in this case, collusion)
Bank and/or wire fraud
Emoluments clause
Campaign finance
RICO
Something with regard to chattels
Privacy and/or hacking and/or computer fraud of some sort
Some other thing we don't know about
Trump has the possibility of escaping some of the above charges due to plea bargain and/or pardon. I have said this for a long time, so Trumpers out there, don't get your panties in a wad...don't make me prove that to you.
Since the time I began believing he WILL face time in prison though, I have believed he WILL serve some jail time even if he has plea deals and a pardon. I believe there will just be too much to plea and pardon away and that he WILL serve some time, even if it is minimal.
