The Senate majority can change the rules of the Senate at any time and has done so on several occasions in recent years to eliminate the filibuster for Supreme Court nominees, among other things. If Trump really wanted the Wall that badly, he would have forced McConnell to drop the filibuster on other issues. They didn't value it highly enough to prevent Republicans from filibustering Democrats after the Senate changes hands.
Also our elected officials work for who? Us, the People. If The People really wanted this wall built I suppose The People would have elected more government officials sympathetic to that cause. In fact states on the border actually elected officials not very sympathetic to that cause AND the citizens of the state with the longest stretch of border are vehemently opposed to such a barrier.
