You'd have to be more specific about the health care plan before you can say it fits the definition. Medicare certainly fits.

But the road itself is a socialist entity. It is owned and operated by the social collective (i.e. the citizens).
medicare pays private doctors for their work. There is no public ownership of the means of production. Socialized medicine would be if the docs worked for the government.
Correct. Medicare is not socialized medicine. Medicare is socialized health insurance.
