For their own political reasons, I don't think they are ready to do that yet, but I think they should. Not only is it the right thing to do, it would sink Tiny's numbers even lower if he rejects the offer.
The wall for DACA deal should not be done. The Democrats would be willing to provide permanent residency to dreamers in a stand-alone bill, so the threat to them is Trump. Polls indicate an 80% support for allowing DACA to continue which includes about a third of Trump's base. If he doesn't get his wall and starts deporting Dreamers, there would be a huge backlash.
