If so, isn't that a mark of intelligence and mental flexibility?
I can’t see any reason from this picture to indicate WHY he might be reading upside down, as though it is on purpose. And ascribing intelligence and mental flexibility to “W” is certainly NOT warranted.
HOWEVER, it is also not a sign of his ignorance or ineptitude. If it is NOT photo-shopped in an effort to make him look bad, you should notice that the book has a cover. It is entirely possible that the COVER is upside down, but the book he is reading is NOT upside down. Also, he is not reading the book, he is paying attention to the girl next to him who appears to be reading to him and others, out loud. It is possible he was not looking at the book when he opened it, because he was paying attention to the girl and not looking down. That is a small mistake, something anyone could do of any IQ level.
There is no shortage of examples of “W” displaying his low level of intelligence and presence-of-mind. Therefor I see no need to add this one to table full of evidence. When there is footage of him landing on an aircraft carrier in military uniform with a banner that says “Mission Accomplished”, his incompetence is already immortalized, and there is no further need to belabor the criticism of his intellect.
But, all that aside, all attempts to make “W” look like a buffoon are meaningless now. Not only has he been out of office for the better part of a decade, but compared to Donald J. Trump, “W” looks like Einstein standing next to Forrest Gump. (With apologies to Forrest Gump, who is way more lovable and also more successful than Trump.)

I might not be a fan of Bush but, for starters, that image was altered. In reality he was holding the book normally.
Now if he had been reading the book upside down, if he could still read and understand it then it would show some level of intelligence. If he wasn't able to read it but didn't think to flip it over, then calling him a moron would be an accurate assessment…
