Here's the difference:
McConnell won't call a vote to give Mueller protection.
Just like he wouldn't call a vote on Merrick Garland.
He protected the senators from casting a formal vote in those instances. I think Garland may have actually been confirmed if they held a vote as would a Mueller resolution pass.
If there is an impeachment trial, there is no choice of whether to call a vote or not.
The trial must conclude with a vote.
If serious crimes get exposed in this trial and some Republican leaders speak up and announce they will convict, enough others may follow.
But once Trump hears the numbers are against him, he will resign first to save a little face.
