I'll stipulate that Trudeau shouldn't have said that about China.
BUT and these are big buts,
Trudeau was NOT PM at the time so he was not representing Canada. He was just a politician.
AND Trudeau was just talking in a narrow economic sense - that there are some advantages to a command control, highly centralized economy. They can make quicker decisions, etc. Not many people would disagree with that.
As for Cuba - that was as PM and it was foolish. But a kind hearted eulogy for a retired dictator is not as bad as Trump calling to congratulate a man working to take down democracy brick by brick in real time.
Eulogies are traditionally kind and forgiving...supporting CURRENT dictators is a different spike length.
But I don't think Trudeau did well to say either thing.
To my knowledge no other major western politician congratulated Erdogan. Because other leaders don't have real estate deals with Erdogan. Easy peasy. Trump is all conflicted by money. That Reoubs don't care is laughable and will be a chain around their necks in midterms.
