As Bedford's quotes today suggest, even had he known about corruption, he could do little about it. Whistle blowing against Diack would practically end any possibility of Coe gaining enough support to become the new President. Perhaps he could forsee the inevitable rise of Bubka, a Russian sympathiser, which would have led to more of the same at the top.
It is highly likely Coe had to play the long game, however unsavoury, in order to do something about the state of the sport.

That is exactly what he has said he is going to do, and has so far gone a long way in doing: transparency as to which nations voted against proposed reforms; limiting the length of tenure for top positions within the IAAF; creation of an independent body to test athletes to the same level of scrutiny whatever their nationality.

As a member of the BOC, he called for UK athletes caught doping to be banned from competing for their country at subsequent Olympics. This was passed, only to be over ruled by the High Court for contravening the athlete's human rights to make a living.
As a member of the IAAF he lobbied for the 2 year ban to be extended to 4 years. Again, this was hampered and prevented from becoming reality due to the European Laws on human rights.

The IAAF's lawyers would have been forever in Court losing cases, resulting in the sport going bankrupt.
The failure to be tougher on doping violations has not been through want of trying on Coe's part. He has just been unable to carry out what he would like due to European law. There is nothing he can do about that.
