It isn't attracting businesses back to the US by lowering taxes and regulations, as is normal in conservative economic policies, it is putting tarrifs and taxes on businesses to force them to manufacture in the USA or lose their competitiveness in the US market. Because of the government interfering.

There will be a tax on our soon to be strong border of 35% for these companies...wanting to sell their product, cars, A.C. units, etc., back across the border.

Wait, do you really not understand how imposing a tariff on imported goods allows domestic producers to charge more? No, American producers aren't paying the tariff, but they can increase their prices when the prices of foreign substitutes go up.
If company A and company B both produce similar cars that they sell for $30K, and a tax is imposed on company A that forces it to raise its selling price to $35K, what do you think company B is going to do? It is obviously going to raise its prices to.
