How long into 16min 5k shape? Like with any eastern african runner with a decent amount of talent, that would be about 4-6 months of light (30mpw) training. Your scale of 'good' seems kinda off.
The good thing for the running scene with the current wave of refugees coming into europe is, that the average white runner (16min 5k/ 34min 10k) gets to witness what real talent means and is shown how untalented and weak he is.
'untalented' eastern african guy: 4-6 months of light training (30mpw) -> mid 16min 5k
'reasonably' talented african guy: 4-6 months of light training (30mpw) -> 31 minute 10k
'highly' talented guys: sub 30 within the first year, sub 29 within the second year of dedicated training.
Its awesome to see it happening in your local running scene. Guys that train like 60-80mpw for years and are used to winning every road race (the local heroes) just get blown away. Im in the same situation and its a great bonus for every aspiring runner. You finish with a nice 10k PB but lose the race by about 2-3minutes. Makes you stay a little more humble.
There is little doubt in me that his twin brother could NOT break 30 minutes for 10k within 2 years.

Identical twins can be different because of environmental factors.

Maybe you are right if we are talking about high talent and chemical assistance, but after witnessing some development of reasonably to reasonably high talented athletes the steps from sub 30 to something way quicker take a lot more time, mileage and dedication. If Mo Farahs twin brother has been rather inactive for the last decade or so it takes 2 years++ to fully develop heart, blood volume, mitochondria and muscle/tendon structure suited to fast running. Again, we are talking about no chemical assistance.

Then you are fraternal triple and not identical. The two of them might be identical. You are not.
If they are triplets, high probability they were premature. If he came through the NICU stay pretty unscathed, this would explain a lot for his outcome. A collapsed lung, a brain bleed, cerebral palsy, vision problems, hearing problems, etc... which are common in infants born

'East africans' aren't good at running, its this one group of kenyans (A "tribe" that makes up about 12% of the population) and some ethiopians.
very few people are gunna get to 30min 10k from 0 training after a year, one of the reasons that the africans are good is running as transport from an early age... looking at the size of farahs twin it looks like he ain't been doing much of that. I d say he'd need 3 years to get to national standard.
But would he looked relaxed?

Pretty sure I've only ever seen nurses or techs take those measurements. I've never been in a study though (real or fake).

It would depend on the training montage. I mean if it were Rocky IV music and the middle of Soviet Russia than for sure, he could. But if its something a little more soft and karate kid like than no.
