the problem as not that it was in Florida, but in Buttahassee.
San Franciso is a major metropolis. Tallahassee only has FSU campus and a police station.
If it was in Miami or even Jacksonville or Orlando, it would have fared much better.
The meet was held in an area of the country that does not have a strong number of masters and open clubs within driving or easy flying distance the way that the northeast and entire west coast does. This was compounded by Tallahassee being a terribly expensive airport to fly in and out of from the west coast, especially if you were going to buy tickets relatively last minute.
Unfortunately, the trail options are really limited in Orlando and Miami. Tally is the best Florida option. Even as a Floridian, I acknowledge Florida may not be a great option (although I don't see how places like Olathe, KS are any better).

So why is it not in the bidding process that there is a blue print of what sites bidding should have ,as you say easy access by planes, strong regional club support i.e.: masters, open clubs etc.
As an organization USATF shoots itself in the foot often when its does not see the big picture and allows itself to be run by volunteer sub committees trying to do the right thing.Cutting you participation numbers in half by most accounts is a failure.

Airport access is something that is part of the bid packet and is considered.
I don't think there have been that many bids the past few years. Club Cross is a big event with a big budget. It has grown in popularity and is very doable to run successfully in most areas, but you need an organization willing to take on the risk.
Because the meet has grown so large, the number of decent courses nationwide capable of handling the start for the Men's Open race is pretty limited. We could never return to the site we used in 2011 in Seattle, for example.
I was working on a 2018 bid for Tacoma, WA, but my Association wanted to support a Junior Olympic bid instead, and I am no longer willing to take on such a project now that the National Office has decided that suing their volunteers is how they want to resolve their differences. I am hopeful that others will pick up where we left off for a future bid, but 2018 will be in Spokane so probably 2021 would be the soonest it would return to WA.
I believe Tallahassee was the only bid.
Remember, USATF does not fund these championships. The local organizing committee foots the bill (including prize money and anti doping).
Not only does USATF not fund their Championships, they now require LOC’s to pay a Rights-Fee. The fee to host Club Cross is $1,500 for Open and Masters. This doesn’t include the clawback on entry revenue.
The application and Rights fees are higher for road races and a ridiculous amount (7K to 10K) for Youth Championships like JOXC Champs.
USATF is one of the more difficult Sports properties to work with.
It’s no wonder that Open, Masters and Youth Committees are having difficulties securing Championship events.
I've raced and/or traveled with athletes I've coached the past 3 years but skipped this year. It was expensive and a shitty location.

Bend Oregon is virtually impossible to get to from the east coast.
Yet, 7 USATF national championships of various distances have been there in the past three years.
Tallahassee had a great course, and great organization.
