Probably a DNF since you failed to give any additional information other than someone who cycles how fast can they run?
A marathon is a more comparable event and laurent jalabert and lance armstrong did the NYC marathon at about 2:50.
They are not used to the impact of running. Their tibia would shatter within 1 mile.
What could a pro distance runner do in the TdF?

That was after training & he was not an average tdf cyclist
then let me put it another way. how fast can someone with a gigantic aerobic engine that he has achieved through years of top level cycling and preparing for the TdF run in a 5k without running a step for training. will he run something near 15 or 25 minutes?
With or without a peloton?
Did 4x15minutes FTP 3 times a week as part of a diet. Couple months in I did a 5k without a single run...19:40
Are you talking about Chris Froome or Fabian Cancellara? Because there would be a huge difference.

For Armstrong's first NYC marathon (just under 3 hours if I recall correctly) his training was pretty minimal. He also has stated that he did some running even when he was a dedicated cyclist.

Steve Tilford didn't ride in the TdF, but did a lot of other pro races and is a world champion in cyclocross, I believe..
He said he ran something like a 1:12 half marathon on a lark. Said he walked the last mile or two because his legs were so tight.

It depends on the cyclists ability. Same answer for top baseball, football, soccer players.', etc
Froome has been doing repeats up Mt Ventoux all November.

Maybe every TDF-level PRO cyclist was a runner once (but probably not). Certainly every runner can ride a bike.
I think 18 minutes would be a good guess, assuming the guy has no running backround -- but it could vary a lot.
