I'm interested in this as a concept. A few iterative ideas:
I run w/ a running club once/twice a week after dark. I bring a headlamp or flashlight depending what has the strongest batteries that week, and a lighted vest. I would not see myself stopping that practice if I added your product, but as the area we run has lots of street crossings, adding in additional lights is always useful. Charging w /usb is clever - I'm forever needed batteries for my night run stuff.
I like the fact it says you can wash these shorts without deconstructing the lights and such (which I do have to do with my vest, etc). That's awesome, but my concern is how long will they last? At $30 I'd take a chance. At $100+.... wow, I think I maybe have 1 running jacket that cost that much and it has lasted for years....How many washes would these last? Hand dry? What happens if they get tossed in the dryer?
Finally, here in GA, we are still running in shorts and tshirts. I own a couple pairs of capris and a couple pairs of tights, but 95% of my running bottoms are shorts. Definitely suggest you add a female cut short. Your price point is pretty high but it would be easier to justify if it was a clothing item I would wear a ton. Lighted capris I'd wear 10x a year, max, probably. Also, gals capris are tricky. We do not want a cross seam (making an x) at the crotch. It chafes. In stores and decent websites, these cheap cuts are easy to rule out. I'd want to know more about your capri construction if I was considering a purchase.
Overall, it's a useful product, but at the super premium price point, I want more info before I purchase.
