WADA's expansive authority to "observe and report" in action.
Indeed.
One wonders how that went down. Maybe so:
WADA: "Dr. Saugy, thank you again for informing Lance Armstrong about the procedures, strengths and weaknesses of our EPO test. It is always advantageous to have informed athletes."
Dr. Saugy: "You are very welcome. I will continue to lead our common fight against doping."
WADA: "Excellent. In that context, let us thank you again for your role as scientific advisor to Russia."
Dr. Saugy: "You are very welcome. I am doing all of this to prevent any doping of course, for I despise all dopers, like you do."
WADA: "Clearly. Oh, and Dr. Saugy, please keep the remaining Russian samples for future analyses."
Dr. Saugy: no response.
…
WADA: "Dr. Saugy, where are the remaining Russian samples?
Dr. Saugy: "Why? I destroyed them as swiftly as possible."
WADA: "But we instructed you specifically to not destroy them."
Dr. Saugy: "I did not receive your instructions."
WADA: "We do not believe you. That constitutes a major blow against our fight for a clean sport. But please keep up your outstanding efforts towards fighting doping as head of our flagship laboratory."
Dr. Saugy: "That goes without saying. You can always count on me."
WADA: "Perfect. In an unrelated matter, Mrs. Radcliffe is once more looking for a scientist to confirm that her latest high OFF score may have been a consequence of natural causes, this time altitude. Noting your outstanding reputation as the leading anti-doping expert, you would be the perfect person to objectively review her case. Can we rely on you in this instance as well?"
Dr. Saugy: "Of course. Yes, my scientific conclusion is that her elevated OFF score may have been caused by altitude."
Oh boy. Nothing to see here.
