If it is above 30, I usually wear shorts and long sleeve shirt with gloves as optional. Above 40, shorts and short sleeves.
If I keep my head and hands warm I'm usually good. I don't own pants or tights and just wear shorts .. Gloves some sort of beanie. And layer the top. So maybe a tighter tech tee w a 3/4 length tee on top, and a half zip on top of that when cold cold. So I can take a layer off if I need.

Wind and weather and effort matter a lot.
For instance, 40 degrees, sunny, calm, doing a hard tempo run: shorts and singlet. Maybe I'd warm-up in a long-sleeve and then ditch it before the harder pace.
Or, an easy 6 miles: 40 degrees, dark, windy, raining. I'll wear tights, gloves, long-sleeved shirt, and maybe a thin jacket over that.
In general, if it's below 40, I'll wear thin tights and gloves unless I'm going real hard or it's very calm and sunny.
The upper body changes a lot more. Two of my favorite combos are a long-sleeved wool shirt and a thin vest, or a short-sleeved t-shirt and a thin jacket like a Patagonia Houdini. These options let me either ditch the other layer, or un-zip it to vent, while protecting me from wind and precipitation.
If I lived somewhere that didn't get below 30 or have a lot of precip in the winter, I think a long-sleeve shirt, and very thin wind-proof vest would be my go-to. I would have thin tights and gloves for easy runs on cold days, especially windy ones.

Woke up to 13, gloves, hat and three layers.
I like to be warm.
30 degrees for me means:
short tights under tights
long-sleeved tech tee
thin wind-breaker type jacket
thin gloves
hat or headband for ears
normal shoes and socks
If you're going to brave it out in shorts, you might want to consider adding a layer over your privates. If it gets down around 20 or lower, you'll want some wind briefs. I don't use wind-proof tights until it's

Freaking face mask is a life saver. Amazing piece.
For me, face mask temperature is under 10. Maybe a little warmer if it's windy.
I live in Southern Florida and I like to out with no less than 3 layers in the months of Dec-March. I where a thin tech base, followed by a long sleeve running shirt and tights, then a nice running jacket. I also were Gore Tex gloves but stash those about 1/2 way through my run. Oh yeah. Thermal socks are a must too.

This is exactly my regimen. However, I'm 230 lbs and am naturally warm and warm up quickly. One with less body mass would probably prefer additional clothes.

That would be pretty stupid. The shorts would be around your stomach. Much better to wear the shorts OVER the tights so the chicks cant see your tiny little shrunken frozen gu packet you have in the waist pocket.

In that weather it is stupid to run with bare skin/muscles other than the face due to increased risk of injury (extra wear on tendons, ligaments, less flexible muscles, strains, etc)
gloves and warm hat, a warm layer on the upper body + a light wind jacket, could be slightly insulated (= 2 layers on the upper body). + Long warm thights (winter padded) or not. Prefer warm socks.
Wind protection is smart as it gets you warm and still being light.
A check is that you should NOT get cold fingers or else it is too cold and the body temperature is not optimal for perfomance.
It is much better to having to remove the gloves, open the jacket or remove the hat than being cold.
Trust me, I live in Norway and am used to training down to 0 F and even colder.
