Definitely not. When he ran 2:13 his 400m was a 52.27. That ratio is a 2.5555. If you multiply his 45.23 by 2.5555 it's a 1:55.58.
Assuming he also got better endurance and he tries harder it'd be safe to assume he could run 1:53-1:54.
Using the ncaa conversion calculator his 61.88 converts to a 1:48.29. However his 61.88 also converts to a 46.88 400m which he is obviously faster than. Clearly more speed. Again I'd go with low 1:50's. 1:52 high would be my best guess if he were to go all out. If he were to half ass it like some sprinters I'd go 1:55.

Classic LetRun, trying to move everyone up to the 800.
Wrong grade or not, he's stud and will probably get the World Youth records or age 16 bests at whatever distances (100m and 400m being weaker records than 200m) he wants this year during outdoors.
He's probably somewhere between X-Man and Bolt as far as talent goes, so basically a once or twice in a generation type kid.
Worth noting is his HS team is not very good so he's not being forced to run a bunch of relays, this will probably help his development which is good.
Also I believe like most Florida kids he pulls double duty on the Gridiron as well.
he turns 17 in March, so to get the world youth bests for 16, he would either have to run outdoors before then, if it worked that way. However, for under 20, you qualify only if you don't turn 20 that calendar year. So, if that is how the world youth record works (must not turn 17 in the calendar year), he can't get any more of those.

Thanks for the clarifier, I realized after I hit post that I was off. 10.01, 19.93 and 44.71A are the 17 age bests. 44.71 is the only one that seems reachable.
For the remainder of indoors at 300m and 500m 16 age bests are 33.16 and 1:03.03 (actually a 15 best at 500m by William Reed but faster than the 16 best was). I guess these have been gotten already, and age 17 world bests are 32.85 & 1:02.16 and these will most likely go down.
I did a little digging and Cooper's HS team ran 3:14 at Bob Hayes last year, this is an awesome time, but he won't end up chasing relay immortality in the same way that Obea, Henry Thomas and other's have unless the guys with him improve a bit, so this is good as far as overuse and long term development goes.

He's supposedly split 1:53 on his team's 4x8... and yes he did look relaxed.
