Depends on if Galen is allowed to up his dose of drugs or not. I'm sure Salazar could have him pull it off, but it might take about 2 years of hurdle drills, and a double dose oh whatever he is on.
Rupp would beat Jager in every event from 1000 - marathon.

So what. It does not matter what your 1500, 3k, or 5k are. The steeple is a different event.
Back in the day, I decided to try a steeple. At the time my 1500 PR was 3:50, 5k 14:48, 2 mile 9:05.
I could not break 10.
And I could do a layup. Catch a football, and hurdling was not a problem. I looked just fine for a few laps, but the steeple just killed me. I've never died in a race so much.
Another teammate could not break 4:00 at 1500, or 15:00 at 5k. His 2mile was probably around 9:30. He ran 9:18. Not a fantastic time, but pretty darn good.
My point is you cat n's those other races as a gage. It does not matter if Jager can beat Rupp at 3k. Other than at the 3k without barriers.
Now, I happen to believe that Rupp can not beat Jager, but it's not because of his 1500, 3k, or 5k. It's because he's a good steepler. Maybe, just maybe, Rupp's superior strength could serve him well in the steeple. Maybe, just maybe, he could be good at it. But I doubt it. The steeple is a different type of strength than 10k strength. You are using/stressing other muscles. I think Rupp would probably be a poor steepler, but that's just conjecture.
Well Rupp couldn't beat the Olympic silver medalist in the 10,000 or the marathon so no he could not beat the silver medalist in the SC in the SC..nor the silver medalist in the 100 in the 100.

Their pr's over shorter distances might be similar but Jager could destroy Rupp in a flat 3000 if he really wanted to, even when Rupp was at his peak.

Even Rupp could beat Even Jager. At anything. Stare down, all running events, poker, sex, monopoly, real estate speculation, day trading, philosophy, basic algebra, etc.
And Michelle Obama is even uglier on the inside. Good riddance.
So consensus is that Rupp would win. Superior speed and superior endurance, just needs to learn to hurdle. It's not too hard with practice. Rupp is pretty athletic.
Jäger has ran a 3:32 which Rupp could not achieve hopped up on the finest undetectable stimulant available. It's not even close. All Jäger has to do is confidently run away from him.
80% chance Rupp trips over a hurdle, besides. Not so easy.
