I've owned rats the past 2.5 years and I never had any performance issues. Granted they aren't running free over my whole house.
I've heard of mold problems causing some major performance issues like you described. Could that be a possibility?

Does the landlord not provide pest control services? They might send someone if you let them know what the problem is.
In my experience is the burden of the landlord to proevent the outside coming in.
We dealt with our landlords on this.
If they have not "sealed" the apartment you can simply move out.
Have you documented (emailed) for them to solve the rat issue? Or did you just complain on a message board?
In reply to the OP get out if there.Rats spread deadly diseases like Weils which is a killer.If your hands touch of a surface they were on and you don't thoroughly wash them you could pick it up.In other words you have 2 wash your hands every few minutes paranoid etc.Lads have died from it.An awful environment to live in.
C'mon man. Rats squeeze in around the plumbing. Buy some of that yellow expanding foam for $3 a can at home depot and fill in under the sinks back of toilet and any other hole or crack in the place. Also, tell landlord in letter return receipt requested that you'll complain to city health dept. As well if he don't take action.

I'm not sure, but sounds like it would be a rat race to find out.
One of my housemates just told me to 'suck it up' and stay in that rathole the entire year. I told him he oughta suck it up and try running 80 mpw while taking 16 units and writing college transfer applications.
Anyways, I should be moving out by November 1st. And I've decided to throw the towel in for this XC season. I'll keep you guys update on how my running feels with a new, clean environment.
