Are they just Sh*t outta luck? And is there tension on the team when people with smaller scholarships ARE winning?

Yeah, harass the kid until they quit, like Georgetown sorta did.
RE: Drew Shields
Scholarships can and do get reduced or cut all the time.

You know nothing because they can't and don't.

True. They're year to year. You can cut them off any time. Most coaches don't like to since you brought the kid in with a promise of a scholarship, but almost all academic scholarships have performance criteria to maintain them, so you could do the same with athletic scholarships.
You do hear stories of coaches making things miserable for a kid to get him to leave, but that's a dick move. Better to sit with a kid and discuss options: you're not performing and we want to use your scholarship for someone else. Do you want to stay and can we look for other forms of financing? Do you want to check out other programs to transfer to?
In football or basketball when you hear of a scholarship player transferring because they're not getting playing time, sometimes the kid is being a baby and getting out, other times it's what I described above. If it's a responsible, likeable kid, often the coach will call around and help find him a spot.

They absolutely can, as of right now all scholarships are one-year renewable contracts, nothing other than your word (which is binding given you can prove they made an offer and there was an acceptance) would guarantee additional years. That said, there has been a push over the past 5 years or so to offer multi-year scholarships up-front.
Its a gamble really, look at the Wisco results NC state women were 2nd WITHOUT the Frazier sisters. If these 2 were performing at the level of the coaches expected bringing them in, NC State women would have a national title easy. Sometimes it seems like a safe bet to make, but anything can happen.

Schools are now allowed to offer multiyear scholarships. Up until 2012, multiyear scholarships were banned by the NCAA and all scholarships were year to year. It's up to the school now and not used that much, mostly for big-time football recruits. Not sure how strong it is legally if the school wanted to drop a multiyear kid.

Well, you can Crimea River.
Recommend to the SA that he should start looking for opportunities elsewhere.
How about you coach them better? For some reason, your program is notnworking for the kid. Figure out why.
What happens is if a coach boots an athlete or makes their lives miserable word gets out as it will affect future recruiting and other coaches/programs can use that against them. As one poster suggested, have a frank conversation with the athlete about producing or options works best. Also, if the athlete is constantly injured that may well be the fault of the coach, so look inward if an athlete is doing everything you ask but not producing.

What a coach being a dick and booting an athlete may look like:

It's sad really :(
This is a case of, Daddy over trained us. Still don't see how NC state allowed that coaching arrangement. The Fraizer sister don't even practice with the team.

Well... if you're Syracuse, you go out and win Nationals anyway.
Simple....they reduce or withdraw the scholarship
