Are we talking currently or historically?
If we lined everyone up right now, then you take out the old ones.
My bet would be on Solinsky, Magness, or Andrew Carlson. All seem like they train with their guys enough to be in shape to drop some solid times still.
You'd be surprised how quickly good runners get out of shape.
If we add volunteer assistants, then that changes the game completely.

If the current xc coaches threw the hammer, who would win the gold?
Braden of UCLA. He was pacing his guys to sub 14:00 (and himself running 13:40s) not that long ago
Eric Ashe - Simmons College
Better to look at assistant coaches and volunteers. They're the ones right out of college with PR's relevant to the modern era.

Does no one remember the great Ed Eyestone?

I assume you're talking about fastest coaches at their prime and not now when they may be well on the high side of 40, 50, etc. In addition to those listed ones who come to mind are Ted Castaneda at Colorado College, Ray Appenheimer at Oberlin, Ron Stonich who's an assistant at Vasser, and Tom Donnelly at Haverford.
Tim Ritchie is a 3:58 miler and 2:14 marathoner, worked for BCs team until this past year
