Not likely yet. Training for pro athletes, or at least pro sprinters, in this area normally doesn't start until November:. Gay, Felix, English Gardner, Dawn Harper, and such.

Nothing wrong with that. Teenagers are out that late. Being at a friends house for the night and heading out to get food in the very early morning or late night happens all the time. If she was staying with an upperclassmen friend with a car its even more realistic.
It happens, and has nothing to do with her parenting whatsoever.

Someone in a diner at 4 am is not likely there for "bad" reasons like selling or buying drugs on the street. She was probably just hungry, hanging with friends in what should normally be a safe place, or studying. Lots of students pull all-nighters studying at Denny's or Village Inn. Getting hit by a stray bullet then is not the fault of the victim.
