Obfuscation or just being problematic during the disciplenary process (Not showing up for hearings, trying to tamper with evidence, things like that).
I think I remember during the spring or summer reading that Morrocco was one of 5 nations under warning of being banned for not controlling doping effectively. Maybe the 8-year ban is some scapegoating to show "we're tough on dopers."
